    User Charging and Security
    The norm will be to have user accounts, with the vehicle ID read by the system on entry. The journey distance and time of day, both being known to the system, will be used for charging. The user will enter a PIN number and required destination (pre-set for most trips). This would give some vehicle theft protection as entry would be barred, should the ID and PIN not match. Some people might object to having their movements logged, and prefer a system using a pre-paid card. Owners could also opt to have their vehicles set to be used only for detailed billing or within specified routes or areas or times.

    Vehicle Hire and Taxis
    Hire vehicles could be available only to people holding an authorisation card issued on request to those satisfying the usual hire car conditions. Taxi use of vehicles remaining on the track system will be available to all who present a credit or debit card. No driving licence is necessary for this use. The system would have all the data required for charge calculation.
