The answer to pollution...
Zero emission battery cars are available, reducing overall pollution levels by up to 40%. They're great for short trips about town, but not very practical, having a very limited range and needing heavy batteries.
If their range could be increased and battery weight reduced they would have most of the attractions of conventional cars, and gain great acceptance.
The answer to congestion and battery-car range...
Just changing to battery-cars does nothing to help the congestion problem. An answer to both the range of the battery-car's and the road transport congestion problems, would be to make the cars dual mode and, provide a powered-track network to convey the cars for all but very short journeys.
This would remove all but local car traffic from the roads. Provided that access points to the track network were sufficiently closely spaced, particularly in cities, congestion would be eliminated.
Is this possible or practical?
