    It must offer fast, safe, comfortable, on-demand, door-to-door movement of people and goods, providing facilities for both public and private, passenger and freight transport.

    It must have high performance, high capacity and be robust and adaptable so that it can provide an effective service, limiting the effects of any local failures.

    It must be energy efficient and cause little or no pollution, at least in the vicinity of the system, particularly in towns and cities.

    Its components need to have low maintenance and long life. Ideally there should be no track wear - the problems caused during repairs to current systems are too well known.

    Capital and operating costs must be attractive to both investors and users.
